The
ENABLER (European National Activities for Basic
Language Resources) Network aims at improving
cooperation among national activities established
by national authorities for providing LRs for
their languages. The action aims at: establishing
a regular exchange of information; identifying
and fostering possible synergies and cooperation;
promoting the compatibility and interoperability
of their results, thus facilitating the successful
transfer of technologies and tools among languages
and the construction of multilingual LRs; increasing
the visibility and the strategic impact of those
national activities in the field of HLT; contributing
to the creation of an overall framework in which
the public and private sectors, national efforts
and international coordination could cooperate
in order to answer the IST need for LRs.

The main objective of ELSNET (European Network
of Excellence in Human Language Technologies)
is to advance human language technologies in
a broad sense by bringing together Europe's
key players in research, development, integration
or deployment in the field of language and speech
technology and neighbouring areas. The network's
role is to offer an environment that allows
for optimal exploitation of the available human
and intellectual resources in order to advance
the field. This environment comprises a number
of structures (committees, special interest
groups), actions (summer schools, workshops)
and services (web site, email lists, newsletter,
information dissemination, knowledge brokerage).

The
goal of the NEMLAR (Network for Euro-Mediterranean
LAnguage Resources) is to create a network of
qualified Euro-Mediterranean partners to specify
and support the development of high priority
LRs for Arabic and other local languages in
a systematic, standards-driven, collaborative
learning context. The project will focus on
identifying the state of the art of LRs in the
region, assessing priority requirements through
consultations with language industry and communication
players, and establishing a protocol for developing
a basic LR kit for the major forms of the region’s
predominant language – Arabic, and other
local wide-spoken languages where appropriate.

mission of AFNLP (Asian Federation of Natural
Language Processing) is to promote and enhance
research and development in natural language
processing in Asian region through information
sharing, conference organization, and research
and publication coordination.

The
Dutch Language Union (Nederlandse Taalunie,
abbreviated NTU) is an intergovernmental organisation
created in 1980, with the mission to strengthen
the position of the Dutch language. The NTU
has adopted a pragmatic, instrumental approach
to language policy, aiming at a situation in
which the appropriate resources, knowledge,
infrastructure and tools are available for the
efficient and effective use of Dutch under all
circumstances and by all categories of users.

ATILF
(Analyse et Traitement Informatique de la Langue
Française) is a laboratory born from
the union of INALF-CNRS (Institut National de
la Langue Française) and LANDISCO (Langues
Discours Cognition - Université Nancy
2). These two laboratories, located in Nancy
and specialized in the field of Sciences of
Language, have brought their competencies within
the new mixed unit of research 7118, connected
to the department SHS (Département des
Sciences de l'Homme et de la Société).

The
purpose of ALTA (Australasian Language Technology
Association) is to promote language technology
research and development in Australia and New
Zealand. ALTA will organize regular events for
the exchange of research results and for academic
and industrial training and will co-ordinate
activities with other professional societies.

The
TELRI (Trans-European Language Resources Infrastructure)
Association is the independent pan-European
voice of the multilingual research and development
community, a devoted though impartial partner
of the European language industry and a respected
consultant of the European Commission for the
Multilingual Information Society. The purpose
of the association is to set up and maintain
a trans-European infrastructure for the development
and distribution of written language resources,
with the main focus on Central and Eastern Europe.
The association seeks to establish and maintain
cooperation between research institutions on
a trans-national level and the acquisition,
development and adaptation of language resources
as well as providing technical support for these
activities.

OntoWeb
(Ontology-based information exchange for knowledge
management and electronic commerce) is a network
whose goal is to bring together researchers
and industrials coming from the research and
applications areas above, promoting interdisciplinary
work and strengthening the European influence
on Semantic Web standardisation efforts such
as those based on RDF and XML. Europe's cultural
diversity and multi linguality, together with
the strong scientific competences existing in
the ontology field, may give Europe a unique
opportunity to fully exploit ontology-based
technology and to play a leading role in these
emerging area.
